As we talk about the nexus between Medicaid and the Insurance Exchange there are a number of issues that rise up. This report from Public Consulting Group, discusses issues in Nevada and its Department of Health and Human Services, but it outlines many of the issues that are of concern in Oregon.
The one significant difference is that with Oregon’s Health Transformation we will be working with CCOs as well as MCOs. Among the major issues is the single application process through the Exchange in order to apply for Medicaid coverage and the churning process. The “Outreach, Education and Enrollment” section also touches on the navigator issue and how outreach and enrollment can utilize community based organizations.
