HB 3650, which passed with strong bipartisan support, set a vision for improving health and the quality of care while lowering costs for Oregon Health Plan members.Under HB 3650, local Coordinated Care Organizations (CCOs) would be responsible for administering the delivery of physical, mental, addictions, oral and other health care. These organizations would be given flexibility and incentives for care that keeps people healthier, including preventive services and team-based care for chronic illnesses.

The work groups are meeting between August and November and their work will inform the proposal for CCOs that will be submitted to the Legislature. Upon legislative approval in February 2012, the first CCO would launch later in the year.

Public Comment: All HB 3650 work groups are open for the public to attend. However, there will be no public comment or testimony taken during the individual work group sessions.
